2025 Congressional Updates
Title III
Committee on Education and Workforce
H.R. 1 – The One Big Beautiful Bill Act
Section-by-Section Summary
Just before departing for the Memorial Day recess, in the early morning hours of Thursday, May 22, the U.S. House of Representatives passed H.R. 1 – The One Big Beautiful Bill Act by a vote of 215-214.
CSPEN has developed a revised version of our earlier Section-by-Section Summary of the Education and Workforce Committee’s portion of the bill. While revisions were made throughout the full Budget Committee markup of the comprehensive bill combining the bills developed by designated House Committees, and additional revisions were made prior to bringing the bill to the floor, Title III – Education and Workforce Committee provisions remained intact.
With the House bill passed, all attention now turns to the U.S. Senate, which is likely to develop a considerably different bill. CSPEN will provide an analysis of H.R. 1 and likely Senate proposals based upon previously introduced legislation soon.
Side-by-Side Summary of House and Senate Budget Reconciliation Proposals
Disclaimer: While CSPEN has made every attempt to be as accurate as possible, this document does not include every detail or every facet of the proposals contained within Title III – Committee on Education and Workforce of the House passed Reconciliation bill (H.R. 1) or Title VII – Committee on Health, Education, Labor, and Pensions portion of the Senate’s current draft.
It is an attempt to share an overview of each section and its content and the very distinct differences between the two proposals that must be worked out to provide the required $330+ billion in required savings.
Edits and additions will follow in future editions as more clarity and information becomes available.
