Dear CVTA Members,
Last fall, CVTA secured a decisive moment on Capitol Hill when then-Chairman Jerome Redmond testified before the U.S. House Ways and Means Committee in support of the Freedom to Invest in Tomorrow’s Workforce Act (H.R. 1477). His message was clear: allow families to use 529 education savings accounts to fund high-quality workforce training programs—including truck driver training—and remove a significant financial barrier that students across the country face.
That testimony—and the years of advocacy that preceded it—are paying off.
This week, the Senate Finance Committee, led by Chairman Mike Crapo (R-ID), released its latest draft of the sweeping “One Big Beautiful” tax and economic package. In a significant win for the trucking industry and career education providers, the Senate version preserves the 529 workforce training provision included in the House-passed bill. If signed into law, this would allow 529 funds to be used for commercial vehicle training, educational materials, exams, and licensing fees. (Text in Section 70414 on pg. 186)
This is a breakthrough CVTA has worked toward for years—and it’s now closer than ever to becoming a reality.
While the House passed its bill in a narrow vote last month, Senate Republicans are working to finalize their version ahead of the July 4 recess. The package includes a wide range of tax changes, but the preservation of the 529 expansion sends a clear message: career and technical education is gaining ever more recognition as an essential part of the American workforce solution.
This milestone reflects the power of unified advocacy. From Jerome Redmond’s compelling testimony to countless conversations behind the scenes, our association continues to shape federal policy that supports schools, students, and the future of safe, professional trucking.
In October 2023, CVTA secured a decisive moment on Capitol Hill when then-Chairman Jerome Redmond testified before the U.S.
We’ll keep you updated as the bill advances through the Senate and remain committed to ensuring it remains in the final legislative package.
