Fate of the One Big Beautiful Bill Act Back in the Hands of the House & Outcome of PSLF Negotiations To Be Determined Today

Will they, or won’t they? That is the question looming here in Washington as the revised version of H.R. 1 – The One Big Beautiful Bill Act returns to the U.S. House of Representatives for either an up or down vote on the drastically different bill the Senate passed yesterday returns to the House for final consideration OR the House could decide to make changes to the Senate bill and send the legislation back to the Senate for further consideration. As of this morning, all three options are very much in play…
Since yesterday’s passage of a reworked version of the budget reconciliation bill narrowly passed in the Senate (51-50 vote with Vice President J.D. Vance casting the deciding vote) all eyes have turned to the U.S. House of Representatives and more specifically the Republican members of the House who now will determine the fate of the legislation. The bill that comes back to the House bears little resemblance to the legislation the House passed back on June 22nd, and that is a problem.
Both hardline conservative members and moderates within the GOP are equally unhappy with the Senate’s bill for different reasons, but both groups within the party have openly questioned whether they are willing to vote in favor of enacting the legislation or not. And they will have to decide soon what their decision is as the House will take up a vote this afternoon on the Rules for deliberations on the bill and will start either today or tomorrow on House floor consideration of the Senates bill.
Meanwhile, just a few blocks away, a representative from the Department of Education and a group of non-federal negotiators will attempt to reach consensus on a series of revisions to the regulations related to Public Service Loan Forgiveness. Heading into the third and final day of the negotiations, considerable revisions have been made to the initial draft proposal the Department circulated prior to the first meeting, but the negotiators still have reservations regarding key aspects of the proposal.
