The House Education & Workforce Committee Is Set to Markup Ten Bills Which Will Redistribute the Roles and Responsibilities of the Department of Education Among Other Federal Agencies

Overview
As previously highlighted in prior CSPEN emails, this morning at 10:15 AM ET the House Committee on Education & Workforce is set to markup a set of ten bills, collectively referred to as the Less Bureaucracy, Better Education” legislative package, which the GOP has stated is the “beginning the process of codifying President Trump’s plan to return education to the states.”

CSPEN will be monitoring the markup, which interested members of the higher education community can view along with us on the Education Committee’s YouTube channel (us.list-manage.com/uQZF5WbaAXh?e=05bce952ad&c2id=828e2f13ae2569477ba2b7da4ef30812) . and we will provide a comprehensive summary during tomorrow’s CSPEN Federal Legislative & Regulatory Update webinar.

In addition to this major education policy markup, both the U.S. House and Senate will be holding hearings today on “fraud.” The Senate Homeland Security & Government Affairs Committee and House Committee on Oversight and Government Reform are each scheduled to being their respective hearings at 10 AM ET.

Below are brief updates.

House Education & Workforce Committee Markup
Earlier this morning the Committee posted updated legislation for each of the ten proposals as “amendments in the nature of a substitute.” Each bill redistributes the roles, responsibilities, and federal appropriations for specific functions of the U.S. Department of Education to other federal agencies by mandating the transfer of the specified Offices and programs to the receiving agency and requiring the transition to be completed in most cases within six months after enactment of the legislation.

For example, H.R. 9607 – The Less Bureaucracy, Better Workforce Development Act details the transfer of the functions of the Office of Career, Technical, and Adult Education to the U.S. Department of Labor – describing in detail the underlying statute and specific programs which are being transferred. Each of the other nine bills direct transfers in a similar fashion.
