Federal Regulatory Status Report
With the November 1st deadline for final publication of U.S. Department of Education regulations in the Federal Register ending last Friday, CSPEN can now officially state what we shared with the higher education community unofficially late last week. The promulgation and implementation of the work of both of the 2023-2024 Federal Negotiated Rulemaking Committees (Student Loan Debt Relief and Program Integrity & Institutional Quality) will not be finalized and effective until July 1, 2026* as the Final Rules for all of the negotiations were not published in final form by last Friday’s statutorily mandated deadline.

(*Note – it is possible that both sets of regulations could be subject to early implementation once published in final form, but without with borrower (student debt) or institutional (program integrity & institutional quality) initiation of early implementation the final regulations cannot be effective until July 1, 2026).

2024 Presidential & Congressional Election Analysis
Tomorrow is election day, and for all of you who have not already taken the opportunity to use early voting to cast your ballot in the 2024 elections, CSPEN encourages each of you to actively participate in one of the most valued facets of our democracy – your ability to vote!

CSPEN will be tracking the elections tomorrow* as they related to both our nation’s selection of the 47th President, a third of the U.S. Senate, and all four hundred and thirty-five seats of the U.S. House of Representatives. It is our goal to provide the community with a quick summary by midday Wednesday, November 6th of the outcome of all of the key Congressional races and the status of the Presidential election – which may or very likely may not be decided by then.

*Note – CSPEN has developed our traditional “Election Day Scorecard” which provides that latest polling data on the status of all of the Senate races as well as the House races that are considered by the pundits to be potentially at risk of changing parties in which the incumbent is on a House Committee with jurisdiction over issues important to our students, institutions, and employers of our graduates.
